The Deputy Chair of the Education, Science and Culture Committee, Guguli Magradze met with the (UNDP) expert Moira Fraser to discuss improvement of the activity of the Research Center.

According to G. Magradze, Dr. Fraser holds vast experience in development research, documentation and library services within Parliaments of different countries, including New Zealand and Myanmar: She has worked in many organizations and the Parliaments of various countries, has held the researches and training about the Parliamentary oversight. She expressed interest in performance by the Parliament of oversight”.

She introduced the oversight mechanisms and instruments envisaged under the new Rules of Procedure: “These are the Ministerial Hour, Interpellation, and the reports by the various executive agencies”.

The expert asked about the kind of assistance she may render to the Research Center of the Parliament.

According to G. Magradze, the MPs may need to hold the proceedings in various directions, including about identification of necessity of development and adoption of certain legislative initiatives.

“It has a reverse side – the problems may exist but impossible to solve because of absence of the respective law; and besides – the law may be effective but lack the enforcement mechanisms. Besides, the researches may be held according to the received letters about the problems of society. In this, the MPs cannot rely only on own impressions but inquire from the Center to provide the research for development of the new legislative initiative. It is as well paramount that the MPs need to be provided with fast acceptance to the research to, in view of precise discussion, verify the figures provided by the opponent during the polemics”, - G. Magradze noted.
