“The rights of the Persons with Disabilities and the Legal Gaps” – this is the topic Gia Zhorzholiani dedicated his briefing today.
“June 14 in Georgia is the Day of Rights of the Persons with Disabilities, recognized and celebrated since 2003 and despite significant steps taken in this direction, especially during the last decade, there still remain the gaps in the legislation and the practice, as well as in enforcement part, which significantly impede the realization of the rights of the persons with disabilities, their integration into the social strata and full realization of their skills and capacities”, - he noted.
The Association for Protection of the Rights of the Children with the impaired vision and hearing, and the “Union of Parents” serving for every vulnerable group such are the persons with mental-social needs, or with intellectual restrictions, striving for years to regain their appurtenant office scheduled for the Day Center for the Persons with special needs. The organization asks delegation of its own area to the legal owner, granted by the Government of Georgia under the Decree of June 17, 2014.
“They have won all three instances of the Court and all three instances have made the decision to return the area to the owners for their activity – training, workshops, manufacture, and life. There are the records in the law allowing them to hold similar activities. Despite this, there are various impediments that cannot be addressed and the Social Rehabilitation Multi-profile Center is still pending. The Center would facilitate protection of the rights of the persons with disabilities, their vocational education and employment, as well as social integration”, - G. Zhorzholiani noted.
The practical gaps shall be without delay eliminated to allow these people to hold their activity. The Social-Democrats closely cooperate with similar organizations and develop the bills and normative acts to improve the situation and eliminate the legal gaps.
G. Zhorzholiani called on the Prime Minister and the Government to improve the enforcement quality and allow these people to fully realize their rights and hold activity recognized by our country and the society as necessary.
