
The PM spoke about measures since October, 2012 and the Governmental program in details providing democratic development strategy and plans. “We in details outlined our plans in implementation of policy necessary for our people and the country to be developed. Speaking of achievements, he mentioned EUAA, which is the significant progress for visa liberalization. The municipal reform has also been implemented, the free and fair electoral environ has been created, petty and small business supportive state programs have started, political persecution has terminated, 155 CDs with personal files illegally obtained have been demolished, inhuman treatment to prisoners has ended, media has been liberated from pressure. Significant steps have been made in healthcare system. 84 new ambulances have been built, 150 GEL added to village doctors salaries, maternity leave remuneration increased to 1000 GEL, unprecedented program C hepatitis elimination started, providing availability of treatment for all infected. The state funds treatment with 2 bl. GEL annually. Allowances are issued to every 3rd and next child in 6 region – 200 GEL in the mountain, 150 GEL in the valley.
Solidarity fund funds treatment for 77 children with oncologic diseases. 29479 IDP families were accommodated, 46500 IDP families provided with social aid with 15 ml GEL, 90 eco emigrant families accommodated, 200 eco emigrant families have privatized dwellings.
Speaking of educational system, the PM named free 1016700 text books for pupils as achievement. 21 specialties of higher education became free, 20000 students fully financed, 8 new schools built, 9 new under construction. “We draft 18 new schools now, 4 of which will soon start. 1000 schools have been rehabilitated. For the first time during 20 years, the audit on science has been held, research and innovation council has been set up, working on education development”. He also spoke about economic projects. In 2013, the economic growth was 3.3% and 4.8% in 2014. “In 2008-2012, debt overgrew economics. 2013 was the only year when the total foreign debt decreased with 50 ml USD. In 2014, export increased with 20.5%, with EU – 76%, with Russia – 6 times. In 2012-2104 total 3 bl 126 ml USD was invested”. In September, 2014 EUAA main part including DCFTA enacted. Within “Produce in Georgia”, 72 beneficiaries enjoy physical infrastructure provision components. “This project covers agricultural and industrial directions. The total expected investment is 257 ml GEL. It will entail employment of 4500 persons”.
International tourism gained 4 bl 525 ml 526 thousand 500 USD. The micro and petty entrepreneurship supportive program started, aiming at facilitation to economically vulnerable regions to start business. Within this program, 1500 entrepreneurs will be supported in business, 2100 persons will pass special trainings and 2400 persons employed. In 2016-2017, 2800 entrepreneurs will be supported and 4500 persons employed. Mining resorts were provided with skiing ways and artificial snows in Gudauri and Bakuriani.
He spoke about penitentiary system reform. This is the sphere of grave heritage. Millions of GEL consumed on treatment of prisoners. 3 penitentiary departments fully rehabilitated, prisoners are employed in the enterprises therein, the new penitentiary hospitals with modern equipment opened. He also spoke about Ministry of Justice, developing 200 drafts, including on Code on Minor Conviction. 21 social centers have been open, 13 public service halls near the occupation line. In 2015 PSHs will be open in Poti, Tianeti, Kazbegi.
Regional archives in Rustavi and Telavi were built. Police no longer impacts on political processes. “We implemented legislative changes in the spheres of narcotic crime, domestic violence, fight against terrorism, civil security, privacy; made temporary detentions more transparent, created migration department, built temporary shelter for illegal migrants, reconstructed more than 100 MIA objects”. 100000 GEL will be issued to the families of deceased policemen.

G. Gabashvili stated that 4 months ago, the Government submitted the budget and forecast, that economic would grow with 5% but they had to revise and reduce it. 530000 families suffer of more expensive life. “The people get poorer as they have salaries in GEL and loans in USD. You made all the layers get poorer. You could have omitted that trade circulation has reduced due to reduced export and import. You managed after signing DCFTA, to reduce export with 30% with EU”. During the preceding years tourism was increasing with 20-30%. Last year it decreased 25 times. Criminal situation got worse, banks and gas stations are more often robbed.

Z. Melikishvili asked about anti-crisis plan. “We have the plan we observe. Main responsibility on GEL stability lays on the National Bank. In the Government we work and to all we can to support GEL stabilization, which we expect in 2-3 weeks”, - the PM stated.
The minority leader, D. Bakradze noted that everything happening on minority sitting is for the society to see and hear. “I guess no one had an illusion that we would achieve common evaluation. All happened here was for the society to see and hear. I hope the society will see everything and make relevant conclusions”.
