Roman Gotsiridze elected as the Deputy Chair of the Budget and Finance Committee

Roman Gotsiridze, nominated by the Faction “National Movement” was unanimously elected as the Deputy Chair.
The Committee considered the draft on State Procurement with the I reading, introduced by the Chair of State Procurement Agency, Levan Razmadze.
The changes derive from the EUAA, envisaging direct reflection of the equal treatment and proportional principles to the law, the procuring organization shall be allowed formulating requirements not only by technical but functional specification means. At that, the procurement minimum terms shall be increased to allow the call-seeker to due estimate the call terms and develop the call proposal. Hence, the simplified e-procurement shall be annulled and the term for e-tender shall be increased from 3 to 7 days. The changes concern the appeal rules as well.
The Committee discussed expediency of set up of Interim Commission on Financial Audit of State Audit Service for 2016.
