Eka Beselia initiating the Bill on Amnesty to the Convicts for the Use of the Narcotic Means

The Independent MP, Eka Beselia introduced her new initiative to the Parliament concerning the amnesty to the convicts for the use of the narcotic means.
According to her, the promised drug-policy reform has been belated and the Parliamentary Majority has not yet adopted the respective changes to the law. The law shall reflect the decisions of the Constitutional Court concerning the drug-users.
“The Parliament, as it seems, does no longer intend to adopt these changes and implement the drug-policy reform and it is the reason I initiate the bill on Amnesty to release the persons from the unfair detention who are still imprisoned. Despite that the respective Article on drug offense has been divided into the use and realization parts, despite that the unification of the penalties has been annulled, these articles cannot be yet brought in compliance to determine the penalty imposed on the convicts for the use of drugs. According to the bill, the amnesty shall apply the persons imprisoned for the purchase, storage or preparation of drugs, as well as the persons for purchase/storage of the small amount of the cannabis or marijuana or for the use without the medical prescription. The bill releases these persons and restores their rights”, - she stated.
She named Articles subject to the amendment, namely paragraph “a”, parts 1, 2, 3 and 6 of Article 260; paragraph “b” of parts 1, 2, 3 and 4 of Article 262, and Article 273.
