Eka Beselia: it is the mechanism to prevent fraud elections

The Independent MP, Eka Beselia held the briefing dedicated to her legal initiative concerning the Parliamentary Elections 2020. “The Parliamentary Elections 2020, by its value, is special as it determines the future of our democracy. It attracts high interest as within, so beyond the country and its fairness at high extent determines the trust Georgia needs from the international partners, and high level of trust is in its turn determined by the fair rules of the elections”.

She introduced the initiative to be registered before Wednesday of the current week.

“It is the mechanism to prevent fraud elections, to ensure the effective counting and verification of the bulletins. The bill, developed by Mr. Khmaladze is approved by the opposition wing, which means that everyone agrees on availability of the mechanism to verify the bulletins in case of doubts”, - she noted.

To the question, why now, she responded that this initiative was introduced to the working group presided by Irakli Kobakhidze.

The working group got cognizant with the initiative, which was supported by several political parties when it was submitted. It was discussed but not reflected in the draft now submitted by the ruling party. “Last week, upon accelerated consideration of the Election Code, I raised it and offered the bill on behalf of these parties to Mr. Kobakhidze, however, it was not shared. That is, the attempt to reflect it in the bill was vain. We have not heard any argument about it”.

It is a good mechanism to protect every single vote: “Our request to the Parliament is to discuss this initiative with accelerated consideration on the July 13 extraordinary session. And as to about time, it is enough I say as the much larger packages have been adopted in 3 days within the last session, while it is a single certain issue not entailing any costs, not constituting the difficult but just requiring introduction of the change to the Election Code – the mandatory procedure for every ED, though by random principle to count the votes and the number of the electors. One ED will be elected if there is not a single complaint or statement for recounting the returns, and in the EDs with the complaints, it will apply more than 3 EDs and the DEC shall by random select 3 EDs and recount the votes. It prevents the fraud as no one preliminarily knows which district will be elected”.

It will ensure high standard for the electors to express their will in the bulletin. If the verifications reveal discrepancy, the Commission will additionally verify the bulletins of the same type in the same districts in the sealed envelopes to guarantee that the complaint will be disclosed and recounting and re-verification will exclude illicit intervention in the process.

“It is necessary to eliminate the rumors and doubts about mistakes in the bulletins and final protocol”, - E. Beselia added.
