The sitting of the Education and Science Committee
The Committee discussed the Bill on Higher Education, introduced by the Deputy Education Minister, Ekaterine Dgebuadze.
The Bill ensures the accessibility to higher education for the children with special education needs residing on the occupied territories as stipulated under the Law on Occupied Territories. The change will have a positive effect on the enthusiasm of the beneficiaries to be engaged in the academic process.
“The inclusive education was that created and transformed the educational system and today, it is ready to be converted into the system adjusted to the children. It is important to allow the children to reveal their skills during 12 years and to allow schools to support the children in the expression of their skills. This is the goal of the general education reform. Besides, the vocational education is open for the persons with inclusive educational needs and the universities also need to develop their services to support the students with sensorial disorders, autism or any other problem”, - the reporter noted.
The Committee approved the Bill with the reservation that the formulation shall include not only the children with the sensorial disorders but all persons with disabilities as no due infrastructure or programs are available on the occupied territories in this regard.
The Bill is submitted for the accelerated consideration.
