Anri Okhanashvili: Our decision to initiate the Amnesty Bill will help reduce polarization in Georgian politics
Following the meeting with the opposition implying the registration of the Bill on Amnesty, the Chairman of the Legal Issues Committee, Anri Okhanashvili held a briefing:
"Our society is aware that intensive negotiations have been going on recently under the auspices of Charles Michel. As you know, with the involvement of the President of the European Council, a specific agreement was finally signed by the Georgian political parties on April 19, 2021. Under this agreement, the signatory political parties have assumed a number of commitments and responsibilities.
Accordingly, pursuant to this Agreement, one of the clauses relates to the issuance of an Amnesty Act. As you know, in recent days, the representatives of the Georgian Dream have been holding quite business and intensive meetings with the opposition groups that are signatories to this agreement.
We had an exchange of views. At the level of principles, there is major like-mindedness in ideas and key issues, although there are some differences. Therefore, the Georgian Dream decided to fulfill its contractual obligation and initiate an amnesty bill to reduce polarization in Georgian politics and avoid excessive politicization of the attempted intrusion into the building of the Parliament of Georgia on June 20, 2019 and violence against police officers, as well as over-response of law enforcement officials to these criminal acts.
Therefore, the purpose of this amnesty is to fulfill the agreement to which we have all assumed obligation and responsibility.
As for the substantive issue, the amnesty will be extended and all persons who committed crimes in connection with the developments of June 19-21, 2019 will be released from criminal liability and punishment.
This applies to both the preparation of the crime and the attempt. The issue of criminal liability and release from punishment also applies to probation. As for the issue of who may not be affected, we brought our positions on this issue as close as possible. The conventional reservation that implies that we cannot extend amnesty to torture, threats of torture, inhuman treatment and also intentional grievous bodily harm is also included in this bill under our initiative. A person who does not want to benefit from amnesty will have the right to a full fair trial”, - A. Okhanashvili stated.
