The sitting of the Sector Economy and Economic Policy Committee

The Committee discussed with the I reading the Bill on State Property, introduced by the Deputy Economic Minister, Nino Enukidze.

The Bill is entailed by the pandemic and envisages the change important for the business and is adjusted to the reality, namely the Bill edits Article 49³ and thus, creates the general basis in case, when due to the emergency situation or pandemic/epidemic posting the particular threat to public health, the delegation of the state property under privatization, use or management appears complicated or impossible, the decision on the respective remedies towards the counteragent, by the nomination of the manager of the property, shall be made by the Government of Georgia on the basis of the substantiated address of the hereof person.

According to the Chair, David Songulashvili, “The Committee approves the principles of the Bill as it is purposed to support the private sector and pandemic-affected business, allowing them to address their liabilities towards the state. However, the bill for the II reading shall be formulated according to the sectors”.

The Committee discussed the draft Change to the Agreement on Change N1 and Refusal Letter to the Financial Agreement (Kutaisi Sewerage project) between Georgia and EIB of October 15, 2015, submitted by the Deputy Finance Minister, Giorgi Kakauridze.

The change extends the term of recall and consumption of the amount to December 23, 2024.

Hence, the agreement shall be in the nearest future concluded with the company winning the tender and realized during 3-4 years in Kutaisi, envisaging the construction of the water cleaning plant.

The Committee approved the document.
