The first sitting of the Scientific-Advisory Council on the Spatial Planning and Architectural-Construction Sphere at the Sector Economy and Economic Policy Committee
The Scientific-Advisory Council on the Spatial Planning and Architectural-Construction Sphere held its first sitting presided by the Chair of the Committee, David Songulashvili.
The sitting was attended by the engaged experts, including architects, constructors, engineers, urbanists, business sector and respective state agencies, as well as the Deputy Regional Minister, Mzia Giorgobiani, Deputy Economic Minister, Genadi Arveladze and the city services.
The persons concerned attended the sitting through the online platform.
“I believe, this sphere and sector are one of the most important sectors requiring higher attention and time. Providing these factors, I believe that the Committee should set up the Council for consideration of the initiatives submitted to the Parliament and the Committee and discussing the challenges the specialists envision in this sector. The Council will discuss the ways of improvement and new initiatives expedient for development of the sector, and which can be initiated by the Committee”, - he stated.
According to him, the Committee together with the Council determines the relevant issues of the sector important for the development of this sphere.
The proposals will be summed up and converted into the legal initiative.
The Council discussed the principles of activity and plans, and determined the scheduled legal changes related to the construction sphere, initiated by MPs, namely the Bill by Maia Bitadze, Beka Davituliani, Nodar Turdzeladze, Irakli Zarkua, Ana Buchukuri, Beka Liluashvili and Mikheil Daushvili on Spatial Planning, Architectural and Construction Activity Code, aiming at regulation of the problematic issues entailed by the objects not set to operation due to the violations related to the permissions or absence of the permissions.
The Bill was introduced by one of the authors, Deputy Chair of the Budget and Finance Committee, Irakli Zarkua. The specialists expressed various positions, including that the problem shall be really solved but providing the security regulations.
The parties agreed on the specification of certain details and the convocation of another sitting.
As D. Songulashvili noted, the decisions made at the working meeting after the consultations will facilitate the consideration of the Bill at the Committees.
