The sitting of the Education and Science Committee
The Committee discussed the Bill on General Education.
“At the II reading we introduced a correction that when the school initiates the termination of the status, it shall, on the second day, deliver the documents and if the termination is the initiative of the legal representative, then the school has the 3-day term to develop the documents and deliver them to the legal representative. In its turn, the state shall ensure the enrollment of this pupil to the public school the closest to his/her residential area if the legal representative fails to take a pupil to a private school”, - the Chair, Shalva Papuashvili stated.
The Committee heard the information about the adoption of the normative acts stipulated under the Law on Vocational Education.
“At the previous sitting, we discussed the list of the bylaws envisaged under the transitional provisions that should have been adopted before October 2020. The part of them is adopted and the remaining will be adopted soon. The Ministry submitted the list of the acts and the schedule of their adoption”, - the Chair added.
The Deputy Education Minister, Tamar Kitiashvili introduced the reasons for the failure of the adoption of several acts before October 2020. According to her, the plan submitted by the Ministry provides the exact terms of implementation per act.
“The plan we introduced is very realistic. The process includes the interrelation of various agencies and we depend on their activities. Naturally, the process is communicated by the Ministry but the Ministry lacks the resources to undertake the wide-scale international studies and situational analysis of the experience of various countries backed by our donors. All these aspects, providing their complexity, shall be based on such analysis. If we have the opportunity to ensure the optimistic terms of the establishment of the plan, though these are the terms that shall be adhered to”, - T. Kitiashvili noted.
As Sh. Papuashvili noted, the Committee intends to notify the Procedural Issues and Rules Committee about the fulfillment of the bylaws and the schedules submitted by the Ministry.
“Vocational education is one of the priorities of the country, and naturally the Committee and the Ministry. We are committed to providing the Government with our legislative support for the progress and tangible outcomes. We will also ensure the oversight on the implementation of the plans by the Ministry within the established terms”, - the Chair added.
