Sitting of Healthcare and Social Issues Committee

The Committee, presided by the Chair, Dimitri Khundadze, deliberated the Bill on Public Health with I reading.

According to D. Khundadze, the world is still living in COVID mode and the adoption of this bill is conditioned by the dangers of further spreading the infection.

Tamar Gabunia, First Deputy Minister of Health, introduced the document and dwelt on the essence of the changes.

According to her, the purpose of these changes is to provide a basis for the Government to establish the terms and conditions of health and accident insurance for the entry and / or stay of the relevant aliens and stateless persons, taking into account the epidemiological situation.

As T. Gabunia elucidated, in order to prevent the spread of the new Coronavirus infection and to introduce preventive measures, it was considered expedient last year to introduce health and accident insurance conditions for the entry and stay of foreign and stateless students in Georgia.

For this purpose, the Government of Georgia adopted Resolution N572 on September 10, 2020 - "On Determining the Conditions and Rules for Health and Accident Insurance for Foreign and Stateless Students on the Territory of Georgia".

One of the grounds for the issuance of this resolution was the Organic Law on Normative Acts, according to which the Government of Georgia makes a resolution even if the relevant issue is not regulated by a legislative act of Georgia. Accordingly, the Government of Georgia, by this draft law, is initiating the regulation of the issue envisaged by the resolution at the legislative level.

Thus, as it was noted at the sitting, the adoption of the draft law will provide a basis for the Government to establish health and accident insurance terms and conditions for the entry and / or stay of the relevant aliens and stateless persons in Georgia, taking into account the epidemiological situation.

The members of the Committee unanimously supported the submission of the document to the Plenary.
