The Committee considered the Bill on Deposits Insurance System with the second reading.
As Irakli Kovzanadze, Chairman of the Committee, noted, according to the document, legal entities will be included in the deposit insurance system from January 1, 2022 – “If from July 1, 2020, the deposits insurance limit for individuals has increased from 5,000 to 15,000 GEL, now it is also limited to 15,000 for legal entities".
The bill was introduced by Ekaterine Mikabadze, First Deputy Minister of Economy and Sustainable Development. The document addresses both substantive and technical changes and implies more flexibility in investment policy and the effectiveness of insurance fund management.
The Committee deliberated the amendments to the Code of Spatial Planning, Architectural and Construction Activities, together with the deriving drafts. According to Maia Bitadze, Chairperson of the Environmental Protection and Natural Resources Committee, the number of facilities that have been completed and are functioning is very large, but due to construction violations, they have not been put into operation.
"In order to put these facilities into operation, the construction contractor must eliminate the violations that were made during the construction process", - Maia Bitadze stated.
According to her, with the adoption of the bill, the completed facilities will be put into operation. The owners of this facility will be allowed to register their property already as not under construction, unfinished, but as a completed construction. In addition, landlords will be given the opportunity to develop their property at their own discretion in accordance with the law, including the establishment of condominiums and the exercise of the rights conferred on condominiums.

Deputy Minister of Internal Affairs Alexander Darakhvelidze introduced the Bill on MIA LEPL Public Safety Management Center “112”.
According to the Deputy Minister, in addition to the 112 basic functions related to emergency response, the center also has the authority to place vehicles in the protected parking lot, which are under investigation as well as criminal cases and administrative proceedings. 112 receives appropriate compensation from the owners of these vehicles in accordance with the procedure established by a government decree.
"Practice has shown that sometimes the owners avoid paying and these cars remain in the protected parking lot for years. The amount to be paid is increasing daily, and 112 have to rent new space to fulfill the tasks and obligations set by the law”, - the rapporteur elucidated. According to him, 1207 cars are already parked in the parking lot, the owners of which have not expressed interest in returning these cars, while the 112 has to be compensated for more than half a million GEL at the cost of these cars.
"The bill proposes a procedure that will simplify and ensure the cases of not hoarding such cars in the parking lot and, on the other hand, release these people from this amount at a symbolic price, in particular, allow them to get these vehicles back in exchange for 100 GEL”, - Alexander Darakhvelidze stated.

The members of the Committee positively estimated the bill, but expressed their views, which will be reflected in the conclusion of the Committee.
The Committee considered the Bill on State Property. According to the Deputy Minister of Economy and Sustainable Development, Nino Enukidze, the pandemic revealed that the declaration of a state of emergency or the existence of an epidemic especially dangerous to public health in the country is related to restrictions on economic activities and complication/impossibility of fulfilling contractual commitments.
According to the rapporteur, as a result of the adoption of the bill, in case of an emergency or a particularly dangerous situation to the public health (epidemic or pandemic), each individual case will be considered on the basis of an appropriate appeal, which is important for reducing or eliminating the negative economic consequences of the named events. The rapporteur believes that in order to optimize the process of state property management in the form of auction and to promote the investment environment, it is necessary to abolish the restriction provided by the Law of Georgia on State Property, which prohibits the possibility of changing, revoking and releasing a party to a contract from the imposed fine in case of disposing of state property in the form of auction after December 31, 2012 in accordance with the law.

MPs deliberated the draft recommendations on the reports developed by the Standing Audit Group on State Audit Service Reports at Budget and Finance Committee. According to Paata Kvizhinadze, Head of the Audit Group, three issues were discussed at the March 23 meeting: Compliance Audit for 2015-2017 of Academician Nikoloz Kipshidze Central University Clinic; Efficiency Audit of Tuberculosis Prevention and Treatment; Compliance Audit for 2017-2018 of State Program for the Provision of Medicines for the Treatment of Chronic Diseases. P. Kvizhinadze spoke in detail about the recommendations issued to the mentioned institutions.
The Chairman of the Committee, Irakli Kovzanadze, believes that the Committee together with the Legal Issues Committee should continue monitoring the materials submitted to the Prosecutor's Office.
