The briefing by the Chair of the Faction “National Movement”, Roman Gotsiridze

National Movement 04 May 2020
The briefing by the Chair of the Faction “National Movement”, Roman Gotsiridze

The Chair of the Faction, Roman Gotsiridze calls on the Parliamentary Administration to without delay resume the ordinary activity mode and the Government to submit the emergency budget and the anti-crisis plan.

“Today, when under the state of emergency, the Parliament should demonstrate intensive activity and consider the support plan for thousands of Georgian citizens in extreme poverty, the Parliament enjoys the voluntary leave.

The state of emergency entailed many problems – various Constitutional norms are suspended, including the norms directly protecting human rights. We witness violations of human rights and the state of emergency caused lots of problems, including depriving thousands of Georgian citizens with the elementary right to live and exist as these people are left unemployed and locked in their cities countrywide.

Today, the particular duty is imposed on the Parliament to ensure its oversight functions on the executive authorities, which in fact has not even submitted the plan for the issue of the direct social aids and allowances. All European and our neighbor states have long ago rendered the financial and other aid to their citizens in this grave crisis.

Today, the Government of Georgia thinks of the mechanisms and no one knows when the scarce and unfair allowances will be provided so expected by the Georgian people. The Government abandoned 600 000 Georgian citizens, calling them the self-employed and condemned them to starve. Thus, the Parliament shall discuss the emergency budget which the Government has not submitted yet.

The Government intends to consume a couple of billions without even asking the people. Providing that the Parliament is a representative of the people, the Parliamentary approval is required for any consumed penny. We call on the Parliamentary administration to immediately resume the ordinary activity, to convene the Committees and the plenary sessions.

Today, it is quite feasible in adherence to the norms envisaged under the virus prevention measures – distancing. The Parliament shall timely resume activity and the Government shall timely submit the emergency budget and the anti-crisis plan with precise outlining of the remedies necessary to save the business and to save thousands of our citizens from the abject poverty”, - he stated.
