The Sector Economy and Economic Policy Committee electing Irakli Mezurnishvili as the First Deputy Chair

The Committee started consideration of the organizational issues and took note of the application by the First Deputy Chair, Giorgi Begadze on resignation. The Committee, nominated by the Chair, Roman Kakulia, elected Irakli Mezurnishvili as the First Deputy Chair.
“We have held the internal discussion within the group and reconciled on Irakli Mezrunishvili. We have held consultations and discussed the future plans and implemented activities”, - R. Kakulia noted.
He introduced the information about change to the Action Plan of the Committee for 2019. The Committee assigned Nino Tsilosani as responsible for sustainable development in the Committee and resumed with consideration of the bills and documents for ratification.
The Deputy Finance Minister, Giorgi Kakauridze introduced the documents: Credit Agreement between France Development Agency (lender) and Georgia (debtor); and Loan Agreement between KfW, Frankfurt and Georgia (borrower) (policy-based loan II). The documents concern the 4-year program for Georgia directed to energy sector and harmonization of law on energy with the EU requirements we have assumed under EUAA agenda and directives. Each donor, under the agreements, allocate 60 ml EURO – both tranches depend on the reforms outlined in the documents for 2019 – adoption of the laws on Energy and Energy Efficiency to ensure allocation of 120 EURO.
The Committee approved the documents and approved with the III reading the bill on State Procurements introduced by the Deputy Foreign Minister, Khatuna Totladze.
The Committee returned the bills on: Product Safety and Free Circulation Code; and Spatial Planning, Architectural and Construction Activity Code from the III to the II reading. The Committee discussed with the I reading the bill on Energy Labeling and the bill on State Procurements introduced by the Deputy Economic Minister, Ekaterine Mikaberidze.
The bills envisage implementation of the Directive N2010/30/EU on Indication of the Standard Information about Use of Energy and other Resources by the Energy User Product of May 19, 2010 to the national legislation. The ultimate goal of the bills is to inform the consumers about energy use at Georgian markets.
The Committee approved the bills and discussed with the I reading the bill by Eka Beselia and Zviad Kvachantiradze on Road Traffic. E. Beselia spoke about the problems related to life, health and safety of the child in the vehicle. They started to work on these problems 1.5 years ago as this problem is getting acute in the country. She introduced the statistic data, European experience and stated that the changes mitigate the threat. This problem, as she noted, is regulated under 2003/20/EC Directive binding the member states to introduce the regulations envisaging use of the child seat or special equipment for transportation of the children under 12 or 135/150 cm.
The Committee approved the bill.
