The Public Lecture held for the Staffers concerning the Code of Conduct

Today, the Staffers attended the public lecture held by the Public Service Bureau dedicated to establishment of the conduct norms in the public service and incompatibility of interests.

The Acting Deputy Head of the PSB, Irina Agapishvili and the Head of the HR Department, Gvantsa Beselia introduced the information on establishment of the Code of Conduct and development of the normative act.

According to I. Agapishvili, the series of meetings has been held during development of the Code to discuss certain cases in public services. The Georgian reality has been studied and the Code of Conduct is thus unique, not duplicating the analog of other countries. She also dwelt on the internal regulations noting that the regulations accumulate the norms related to the dress code, labor discipline etc. which are individual per agencies.

The reporter underlined importance of the communication standards and personal management and stated that the Code imposes higher responsibility to the manager than the staffers as it is the duty of the manager to ensure proper communication between the employees and prevent confrontations.

As noted, the public worker’s status envisages the greatest responsibility much exceeding the privileges and the benefits than of the status.

The reporters overviewed the “miscommunication” and dialogue deficit related problems, favoritism and nepotism problems and noted that all these aspects have a negative impact on performance and impede the formation of the organizational culture.

The parties exchanged the positions.
